With a full SAM deviation, the expert doesn’t need a DUNS number and is not required to register in SAM.gov.
The deviation must provide the following:
1. The alleged urgency of the matter;
2. The efforts made to locate a qualified expert who is already registered in SAM or could register in SAM.
